Gary waved me over one afternoon while I was watering my tomatoes. He claimed he had spotted raccoons wandering near our property line the previous evening and blamed my compost immediately. I explained that I never left food exposed and that the lid stayed locked every night. He barely listened before warning me that someone was going to report the bin if I did not get rid of it.
